The Landscape

A young, fast-moving fintech scene with room to grow

Tunisia was the first country in Africa to pass a dedicated Startup Act, in April 2018 — a law that streamlined company creation, opened access to talent visas, and allocated public funding toward high-growth ventures. That early move helped seed a wave of fintech activity across payments, remittances and digital banking.

Yet financial inclusion still lags: fewer than 40% of Tunisians aged 15+ held a bank account as of the most recent national survey, and mobile money penetration remains in the single digits despite strong smartphone and internet adoption. That gap between infrastructure and inclusion is exactly the opportunity fintech is built to close.

The Central Bank of Tunisia (BCT) has responded with a regulatory sandbox launched in 2020, a dedicated fintech committee, and an internal technology hub (TCB-Lab) to test new payment rails and digital financial products before they reach the wider market.
