Neobanks in Tunisia: Why None Exists Yet, and What Would Change
No app-only bank operates in Tunisia. The law, wallet caps and capital rules explain why, and payment institutions are filling part of the gap.
Currency-exchange software for bureaus and banks, building a diaspora money app
Insight Plus is a Tunisian fintech founded in 2019 that specialises in currency exchange. According to Managers, it started with B2B software: Exsys, a platform where banks, exchange bureaus, importers, exporters and travellers can negotiate foreign-exchange operations, and a management system for exchange bureaus, built after a 2018 Central Bank of Tunisia circular required the roughly 400 bureaus in the country to use an information system. The company says the full solution, including an ERP and a marketplace, took three years to build. In January 2026 its founder, engineer Adel Jenni, presented plans for a cross-border app aimed mainly at Tunisians living in Europe, which Managers described as an ambition to become "the Revolut of the diaspora". The planned service would offer quickly opened dinar accounts, transfers, euro-dinar conversion and a virtual trading room, with a commercial launch planned for mid-2026. The company argues that bank and money-transfer channels can cost 5–10% per transfer, against about 2% for payment fintechs; these are its own figures. Insight Plus has a French subsidiary in Nice that raised an undisclosed round. Public sources do not say which licence or partner institution the consumer service will rely on.
