E-commerce Payments in Tunisia: ClicToPay to Cash on Delivery
Online payments in Tunisia are growing fast, but most shoppers still pay cash at the door. Here is how merchants can accept payments online and what each option involves.
National card switch, ClicToPay e-commerce platform and mobile payment switch
The Société Monétique Tunisie (SMT) is the company behind Tunisia's shared card payment infrastructure. It was created in 1999 with a mission to develop card payments among Tunisians and card acceptance for foreign visitors. SMT acts as the national card switch, routing card transactions between banks. It also operates ClicToPay, the online payment platform that banks offer to their merchants. Merchants apply through their bank rather than to SMT directly; ClicToPay accepts Tunisian CIB cards and local and foreign Visa and Mastercard, and fees are set by each bank. UNCTAD counted about 1,800 ClicToPay merchant sites at the end of 2020, handling 4.8 million transactions worth about 275 million dinars. In 2019 SMT selected the Moroccan vendor HPS to build an interoperable mobile payment platform, which became the basis of the national mobile payment switch launched by the Central Bank of Tunisia (BCT) with seven banks in June 2022. In May 2026 the BCT announced TUNPAY, a national mobile payment label designed with SMT, which wallet issuers are asked to display in apps and at acceptance points. Several fintech gateways, including Paymee, have processed card payments through SMT's platform.
